Yes soap solution or any solution can be made to conduct electricity.

But, when the solution is made of distilled water then electric conductivity is less compared to ordinary water.

The conductivity of a solution depends on the purity of the water as electrical conductivity depends on the availability of positive and negative ions in a solution, and ordinary water contains a lot of salts i.e. NaCl which can split into NA+, Cl- ions, these ions can conduct electricity in water.

But in distilled water, depending on the purity of the salts in the solution, electrical conductivity increases or decreases.
