The next day a neighbor found a dry chemical fire extinguisher covered in the same powder dumped in a nearby street (our whole street was done)

Well, what most people would do would be to figure out what the chemical is as fast as possible, try using everything you know about it to identify it. Then if it's safe to use soap and water on, wash your hands with soap and water VERY well. This is what my science/chemistry teacher has told us.
