If it is 0.9% w/w NaCl then, measure 900 mg of NaCl and dissolve it in 100 g of water.

If it is 0.9% w/v NaCl then, measure 900 mg of NaCl and add water until it reaches 100 mL

To prepare a 0.9% solution we must add 0.9 g of salt to 99.1 g of water.
