There is permanent and non-permanent ink. Do not use hot water as it will set the stain making it much harder to remove.

First try to remove it with cold water. Try to get only the stained part of the shirt wet or the water will help the stain to spread. Repeated rinsing may gradually remove most of the stain. If that doesn't work and it is a white shirt, try using regular bleach in tiny amounts on the stain. That may also help.
