cm or centimeter is a measure of length, litre is a measure of volume (which is length cubed), the two do not compare.

Unless by 'cm' you mean 'cubic metre' (an idiosyncratic abbreviation to be avoided, shunned, run away from screaming with terror). In which case, since a cubic metre is 100cm x 100cm x 100cm (this time, cm is centimetre) = 1000000 cubic cm. One thousandth of that is 1000 cubic cm, which is a litre.
