Since electrons are so hard to detect then they would call this volume or region of the atom an electron cloud because the electron cloud is a volume or region where they know that electrons are likely to be there even if they are hard to find. Or maybe the electron cloud is where they can also know the different sub- orbitals or subshells of the electrons.
