I have heard that when you split an atom it creates an explosion but when you rip a piece of paper there are so many atoms you have to be splitting an atom How come it doesn't explode?

Three possible answer's: 1) A piece of paper is made of particles not atoms 2) There are many different types of atoms depending on which element it is.3) Maybe the explosion you were thinking of was not entirely as what it seemed- 'explode' can have more than one definition.
