If you are not part of the solution, then it is not necessarily true you are part of the problem. People can be neutral and helping to solve the problem by coming up with a solution.

==

"If you are not part of the solution, then you are part of the problem" was heard often during the social unrest of the 1970s in the U.S.A., when young people were urging everyone to join the fight to reform the country. Some sources report that it is a proverb of African origin.

The theme of the quotation--those who do nothing in the presence of evil are contributing to the problem-- is heard in the movie "Driving Miss Daisy." Miss Daisy attends a meeting in which Dr. Martin Luther King Jr. is heard saying, "We will have to repent in this generation not merely for the vitriolic words and actions of bad people but also for the appalling silence of good people."

Whether that speech is factual or was invented for the movie is not clear. The citation in the movie is that Dr. King delivered that speech on January 27, 1965, at the Dinkier Plaza Hotel in Atlanta, Georgia, at a dinner given to honor him as a Nobel Prize recipient. But several reference librarians have posted comments reporting that they have been unable to find a copy of the speech. A recent collection of Dr. King's important speeches makes no reference to a 1965 "Atlanta" speech or to the quotation heard in the movie.

An oft quoted remark--or some variant of it--with a similar slant is usually attributed to Edmund Burke; but the remark is not found anywhere in his writings:

"All that is necessary for the triumph of evil is that good men do nothing."
