If both t etap water and the distilled water are open to the air and both have dissolved oxygen then the iron nail will rust faster in tap water. Rusting requires dissolved oxygen and goes faster if there are dissolved salts.

because the tiny particles in the water wearing away at the nail is moving instead of the broken off bits of the nail staying there, they are washed away and new particles can break away at the nail, this way its faster

Yes. Provided the distilled water has dissolved oxygen. If it the oxygen is "driven off" by boiling and no contact with air to allow oxygen to redissolve then rusting will not take place.
