Yes. Typically a hot melt glue, either in bulk or stick form, will maintain their adhesive properties forever. Glue manufacturers will typically only warranty hot melt glues for one year however to reduce their liability. But from a performance standpoint they are good forever. Cold glues however are typically only under warranty for 3-6 months. Due to cold glues typically being waterbased, the longer they sit the more chance for the water to evaporate/escape from the product and it will thicken or even dry out completely. Even if the product is old and has possibly thickened the bonding characteristics usually remain intact. Be sure to give the product a good shake or stir to redistribute the components evenly back into the water that they possibly separated from.

It means, you can add pigments to it to change the hue a bit. Of course you can do this with any paint, as long as the pigment paste has the right kind of binding fluid (waterbased paint can only be tinted with waterbased pigment or coloring fluid). It can also mean, that there's a specific product (pigment paste) available that' suitable to add to this kind of paint.
In order to paint plastic, you need to first coat the plastic with a bonding primer, the best bonding primer on the market is called x.i.m. it is available in a clear and a white in quarts, usually about 18 dollars a quart. This product can even bond to glass....it is a xylene based product, that cleans up with mineral spirits. You can top coat the primer with anything, I recommend using waterbased for exterior applications... hope this helps.

You can paint over wall paper. However it is recommended that you prime with an oil based primer. Kilz Original for example. Most wall papers use water based glues for adhesion. If you put a waterbased topcoat over the the wallpaper it could penetrate the wall paper and cause the glue to release. You can use a waterbased top coat such as Kilz Casual Colors over the top of the oil based primer.
