In the context of the question, it is none of those. It is a salt formed by the neutralization reaction between an acid and a base. In this context, the term neutral refers to an equalibrium point which is neither acid nor base, but the term does not apply to the the salt, which has no Hydrogen ion concentration (pH) to measure.
As the elemental metal it is neither basic nor acidic. However, when combined with oxygen ,as potassium oxide (K2O) , then K2O is a BASE. Since both the metal 'K' and the base 'K2O' will dissolve in water to form the ALKALI Potassium hydroxide (KOH) NB An Alkali is a soluble base.
acidic
Coffee is acidic.
Lemon is acidic.
Peroxide is acidic.

Substances are described as 'Acidic' if their pH < 7 Substances are described as 'Basic' if their pH > 7 Substances with a pH = 7 are described as neutral(a chemical salt). There is no such descriprtion as 'Acidic Basic'. They are contradictory!!!!
'Lye' is the commercial name in the saponification process for sodium hydroxide. (NaOH) I think you will agree that sodium hydroxide is Alkaline(A soluble BASE)_.
