Iron turning red happens when it is burnt and it is not called as rusting because rusting happens when iron material has not been used for a long time.Iron turning red is a chemical change because change in color is also considered as a chemical change.

The color is caused by the temperature. Like all substances as they are heated they radiate electromagnetic radiation and at 900C + the frequency in the visible spectrum. The change is not chemical it is physical.
