No. Water is more dense. Density is defined by the amount of whatever sort of stuff it is that is crammed into one space. Soil is relatively loose. It has holes in it through which insects, worms, roots, and other miscellaneous things can move without actually displacing any of its stuff. Every time another worm or root is introduced to a pile of soil, the level of soil doesn't actually rise, it just becomes more dense. When the soil is too dense to hold any more life (which doesn't happen without killing everything) is when it (theoretically) starts to rise. If you have a cup of water, you can't put anything in it without displacing the amount of stuff that is already there. It can be proven mathematically, as well. Density = Mass/volume. If you take samples of both suggested mediums, soil will prove to be less dense than water.
