Likely there is some bisolvent material in the mix that allows both polar and non-polar solubility. Soap is such a material. It has a polar end and a non-polar end that allows water and oils to mix.
If oil is floating in water long enough and it is beaten, whipped, shacken and heated during this time it will emulsify. This does not mean that there is now more oil or that it is improved in anyway. This mixture is not good for the environment, car engines or such.
