I think you are talking about Lewis dot structures. A dot represents an electron. We pair the dots because only two electrons can share the same orbital. A dash represents a two-electron bond between atoms. Two dashes represent a double bond; three dashes represent a triple bond.

In a chemical formula, a single dot can represent a few different things and you have to have some chemical intuition to figure out what it really means.
