Hydrazine, which has N2H4 as its chemical formula, is highly toxic as well as very unstable. It's primary threat to people is through its corrosive properties. It acts to chemically abrade skin on contact, and if it is inhaled, it reacts with all the mucous membranes in air passages and in the lungs. Resulting edema (which might be viewed as fluid accumulation) will inhibit gas exchange in the lungs, and this will present as shortness of breath. Extreme exposure could easily lead to unconsciousness, coma and death by asphyxiation. Hydrazine can also cause the shutdown of different organs should it pass through the lungs and into the circulatory system. Chronic exposure to hydrazine can cause cellular damage, and this has lead to its classification as a possible carcinogen. Tumors have commonly appeared in test animals exposed to hydrazine, and this supports the supposition. It's nasty stuff and is not to be fooled with.
