The generation before those organisms survived the chemical sprayed on them because they carried a certain gene. This gene is then passed onto their offspring. The more animals or insects reproduce, the more resistant they become to chemicals or pesticides.

bacteria have natural diversity. therefore, when a chemical kills bacteria, it typically does not kill all of them. such as hand sanitizer, which kills 99.99% of bacteria. out of the millions of tiny bacteria on your hand, a few survive. these reproduce, passing on the genes to resist the hand sanitizer. now your hands are covered in a pathogen which cannot be killed conventionally, and that probably want revenge for you killing their brothers. so they catch a ride on your food, enter your stomach, and give you a bad case of stomach flu...hope you enjoyed my little story as a real life example :)
