The difference is that film is
usually thin and very flexible,
sheet is thicker and rigid.
The film has a dried silver emulsion on it which can be scratched and scraped if exposed to everyday handling. The plastic case is just there to hold the film in place and protect it from being scratched. The emulsion is on the reverse side, closest to your body, so nothing can touch it while it's in the case.

plastic film or sheet
I machined some polycarbonate (Lexan) sheets that dated from 2005 and the white plastic protective film had become very brittle and virtually impossible to remove. Not wanting to do the work again, I tried a few ways to remove the film. A plastic scraper seemed the only way until I heated the film with a domestic hair-drier set to hot. The protective film was softened enough to become very pliable and it came away from the polycarbonate sheet with only a gentle continuous pull, taking care not to disrupt the film as is was released from the sheet. Any marks left by the plastic scraper where the film had to be 'started' were removed with acetone (nail polish remover); polycarbonate is impervious to acetone. Check your sheet is polycarbonate before using any solvent (check some waste or inconspicuous part of the sheet beforehand). Hope this works - it did for me.
