Hydrogen, its the most abundant thing in the universe other than space and time (and mabye dark matter idk about that) because it has the Atomic Mass of one, meaning anything will sink beneath it unless the hydrogen is unable to flat due to being trapped in something like a ballon.
In short, it has less mass than anything so it has less gravitational pull
