pH =pKa - log [ cA / cB ]

where:

pKa is the negative logarithmic value of the weak acid equilibrium consant,

cA is the molar concentration of the weak acid conjugate (acetic acid) and

cB is the molar concentration of the weak base conjugate (acetate).

So

pH = 4.77 -log(0.16 / 0.23) = 4.77 - ( -0.158) = 4.77 + 0.158 = 4.93
