Atoms can move in all phases of matter. The move freely in a gas, they are more restricted in a liquid but can still spin and flow, and in a solid they are restricted to vibrational and rotational motion.

It is gas.....this is because they spread out to fill whatever container they are in and since there is nothing to slow them down the molecules move the fastest and easiest
