There are two reasons for this;

{1} boiling point:

Tthe boiling point of water is greater than that of ether. So when the boiling point is greater then the vapour pressure will be low.

{2} intermolecular forces:

The second is intermolecular forces. When intermolecular forces are greater then the the boiling point will be greater and if boiling point is greater then the vapor pressure will be low.

The inter molecular forces of water is greater than that of ether and so the vapour pressure will be low and and boiling point will be greater.
