The electrodes is always make contact with different chemicals, and some electron transfer processes always leading to some decomposition of the substrates. The decomposed polar materials are easy to adsorb on the elctrode surface. also in some cases it will effect the surface properties of electrode. It may cause in unexpected peaks or over current problems. So it is better to clean the surface after the experiment

In the case fresh electrode it is better to clean before use since the surface may contain some unfixed electrode materials, which may come in to solution when we dip to sultion, Or in case of film making, it will effect the perfection of adsorption. Once we clean by sandpaper the surface will more reliable for the experiment
