Why is distilled water instead of tap water used?

Distilled water is just water, the only possible impurity being a little hydrogen chloride. Tap water contains minerals from the rocks where it was collected, plus chemicals added by the water company to make it safe.

If it doesn't say distilled, but still says "pure," then it is just filtered water, which still contains minerals other than water. Also "pure" water is more expensive than tap water.
