Steel is a metal alloy, and hence an a heterogeneous mixture by definition. Steel contains other elements such as carbon and nickel. That being said an alloy can also be considered a substance. Substances can be pure/elemental or chemical mixtures.

To be defined as a mineral, a substance needs to be naturally occurring in nature. Although some metal alloys do occur naturally, steel is not one of them. Steel is a man-made alloy (a combination of iron and carbon).

Because the metals still retain their individual properties and can be separated by physical means.

For the metals to be a compound they must be chemically bonded. If it is just two metals melted together that is a mixture
