Not sure what the procedure calls for, but with a water bath, the maximum temperature achievable would be around 100ºC, whereas with an oil bath, the temperature can get much higher. If you have a temperature sensitive reaction, a water bath would be better to control the temperature.

Both oil and water are useful in "heating baths" where you need to avoid heating a chemical directly, or need to control the temperature more precisely than is possible with an open flame.

Water is used as a heating bath where the upper temperature is around 100°C (but of course, any steam released can be hotter). Oil is used for a higher temperature range, but usually only up to the combustion point of the oil. Oil is also suggested where the chemicals may react with excess water vapor.

Oil baths can be heated hotter (above 100 °C) and will not have the problem of drying out due to evaporation or boiling.
