Not sure what the procedure calls for, but with a water bath, the maximum temperature achievable would be around 100ºC, whereas with an oil bath, the temperature can get much higher. If you have a temperature sensitive reaction, a water bath would be better to control the temperature.

∙ 12y agoBoth oil and water are useful in "heating baths" where you need to avoid heating a chemical directly, or need to control the temperature more precisely than is possible with an open flame.
Water is used as a heating bath where the upper temperature is around 100°C (but of course, any steam released can be hotter). Oil is used for a higher temperature range, but usually only up to the combustion point of the oil. Oil is also suggested where the chemicals may react with excess water vapor.
