Each circle has a theme (animals, wheeled things, fruits & vegetables, Monopoly pieces, etc). Outside the circles there are about 18 random pieces (a top, a Bowling pin, a clown, a scooter, etc.)
I believe "places for all the outside things" means which circle do each of the loose items belong to (i.e. the scooter would go to the "wheeled items" circle, the top would go in the spinner circle, soccer ball in the sports ball circle).
