Who is Peter to Alicia in Slumming by Kristen D Randle?

Peter is an old friend of Alicia. They both had a falling out and she has not forgiven him for something that he did when they were younger.

SPOILER: If you have not already read all of the story, and don't want to know the ending between Alicia and Peter, I implore you not to read this.

When Alicia and Peter were younger, they put a can-and-string device to communicate with each other. Their bedrooms were right in front of each other, so that is how they were allowed to do this.

Anyway, I guess Alicia was getting out of the shower, and was undressed. Peter took some binoculars and started peeking in on her. She finally caught him, and never forgave him for what he did. She says he was a "pervert" and Peter has regretted it ever since. He still likes her as a best friend and tries to look after her after her mother left, and the whole "Morgan thing." He constantly asks Nikki about her, just to see how she is doing, and obviously cares a lot for her.
