Whenever I have something that I can't remove like glue, paint, or ink, I use Goof Off on it. You can buy a small can of it for less than $5 at a hardware store or homecenter. I am not sure if it is a great idea to use it on an antique, but it will remove about anything. If they don't have Goof Off, then buy some Goo Gone.
Mineral oil is not used to remove paint. Mineral spirits is used to thin and cleanup oil based paints, however it will not affect the paint once it has dried. Remove dried oil based paint by scraping or use lacquer thinner to soften the paint so that it can be removed.

It depends on the type of paint. Lacquer thinner will remove most oil based and latex paints from a paint sprayer, however, spray gun cleaner will remove it better.

You can use any kind of enamel paint, but I would recommend an oil based paint, remove all oil, dirt, grease, dust and simply paint. (spray painting will give you a better finish)
