Metal Detectors are very complex instruments. They need to be properly set to operate.
Your sensitivity is much too high. Lower the "sensitivity" setting just enough so that it becomes "stable". It should only beep when there is metal under the coil.
Your metal detector must be in motion to work properly while in "discriminate" mode. Place a nickel on the ground and wave the coil over the coin, keeping the coil level with the ground. You should get a beeping sound. If the instrument does not beep, lower the "discriminate" knob until you are able to detect the nickel. This is a good setting that will detect most US Coins and silver and 10k to 14K gold jewelry.
