Actually it is possible...but only to ninjas with extensive chakra control, so that they could maintain the two jutsus in both hands. Another requirement is that the ninja must be of lightning affinity, like Sasuke or Kakashi, since Chidori is a lightning element jutsu. Chidori to be done 1st, since it needs hand seals to perform the jutsu, whereas rasengan doesn't.
