Teens cry if they are emotionally weak. An emotionally strong teen will not weep often.

Another view: tears are an emotional release and the teens are an emotional time with hormones and new experiences. Some people cry more than others, it has nothing to do with age. Nor does it imply weakness. It's your actions that count, not how much emotion you show. Obviously it's important not to cry instead of doing the right thing. Don't just collapse into a crying fit, deal with the situation and weep afterwards.
