Either use a cheat code (options menu in My WWE) Or go into Road To Wrestlemania and pick The Undertaker. Beat Santino in week 1 and beat Finlay in week 2 to unlock Hornswoggle. You will need to beat Finlay in less time than it took to beat Santino. It will tell you in The Undertaker's locker room on a note saying Optional Goal.
