In the anime, it's a flashback in episode 161. Naruto teaching Konohamaru the rasengan was actually done off screen. In the flashback, Naruto is describing the rasengan to Konohamaru, who thinks he's about to teach him another sexy jutsu. Hope that helps.
I really don't know but Kakashi uses the rasengan against and Ikatski member but not killing him. Then later the Ikatski member never played a part in any other Naruto series. But then he appears in the Naruto: Shippuden series much stronger He uses the Chidori but eventually not killing him he uses the rasengan and eventually kills him when he makes fun of his Father (The White Fang)

No rasengan doesn't requires a sharingan. Rasengan can be used in many ways but takes an extentfull amount of chalkra while on the other hand a sharingan drains chalkra. So in other words rasengan requires a lot of chalkra but not a sharingan
