Anyone can do Ninjutsu. However, if you want to learn how to fight (taijutsu) you may want to find a dojo, and underage will need a parent. However, fighting is not the only important thing in ninjutsu. Conceilment, geography, agility, escape, pyrotechnics, shurikenjutsu (throwing shuriken), and various other skills are important. Start by learning about your environment. Plants: which ones are edible, medicinal, or even poisonous, the soil, the landscape, the animals, etc. Ninjas (or Shinobi) in early training study these, so that, pretty much, from bush to tree, we know our surroundings. Finally, and most importantly, you need to find a teacher. Someone who knows the art, has the skills, and is able to teach them to you. If you can't find this in your area, try to find resources online. Do research on notable ninja masters in the world, or at least find one on YouTube. Just remember you need to be serious about this, it is very very serious.

P.S. While Ninjutsu teaches deadly techniques, it is taught with the moral values and inclinations of peace, self dedication, and other important concepts nowadays. Ninjutsu literally means the art of endurance, so don't let anyone discourage you if you have your heart set on something.
