Generally it is supposed to mean that a person has left their job but has not called or physically resigned (quit) but there is reasonable evidence that they do not intend to return. Otherwise known as a "no call, no show" also used as a means for employers bound under union constrictions to terminate an employee that has not returned to work. Thats the "General" definition. I currently am amid a grievance filed through my union for being terminated by an unfair involuntary quit policy that was unjustly used. So if you feel you have been treated unfairly , look into it, a lot of states have laws about workers rights, I just happen to be in a union that will fight for me.
