There is no real answer to the asked question. I have two reasons for saying this:
Firstly, because there is no quantative way to measure how "good" a special forces group is, it is impossible to measure these groups against each other. As such, any opinion as to who is the best will be a subjective opinion.
Secondly, "special" forces are groups of soldiers within a regular defence force that specialize in certain tasks. Not all special forces specialize in the same tasks. That is why you may have multiple special forces groups within the same defence force. Similarly special forces groups from different countries specialize in different tasks. These might range from irregular maritime warfare, to urban anti-terrorism, to strategic recconnaisance.
There are however certain groups in the world that are well known and have a high regard for certain specialities. For example, the British SAS mentioned above has had great success and publicity in urban anti-terrorism operations and general combat. Many non-British military officials say the SAS is the best in the world. The Russian Spetsnaz does more cold-weather training than any other groups. The US Navy Seals have gotten a lot of exposure by Hollywood as the one of the best maritime warfare group in the world, alongside some otehr groups liek the Royal Marines. At the end of the day, all of these stay opinions and are still subjective.
There are three SAS forces on the planet (Note SAS is different from Special Forces). The British, Australian and New Zealand SAS's. The British SAS is thought to be widely the best special forces in the world, although the Australian SAS has beaten the British on numerous training exercises. And the NZ's is not that incredible, just a small country's ordinary special forces unit.
The Gurkha Rifles are not Special Forces. They are an elite infantry unit and are certainly among the best soldiers in the world, but were never classed a Special Forces
the Irish special forces are not the best in the world but usually come 3rd or 4th

The United States special forces trained along side with the SAS in it's early years. Remember that this country is much younger than England these forces had more centuries of training but I never go along with reaching a side in what force is superiour. The best trained forces have it's up and downs no matter what country it's from.

No. Not even close. The toughest and best Special Forces are British SAS, American Delta Force,Green Beret and Marines' Force Recon
Special Forces is only in the Army,but TACP does fall under the Air Forces Special Tactics group which is considered Special Operations.
