Manga companies in the united states dont make manga. They kind of just distribute manga from foreign countries.
Tokyopop being an exception. It hosts its annual rising stars of manga where aspiring U.S. comic artists enter their own one shot. Still, you can't just "send" your idea for "one" character. It has to be a comic.

The original (Japanese) manga finished because the story ended. I have no idea where the licensed english releases are right now, but it will sooner or later catch up and end as well. The anime ended because it followed a sort of different story-line as compared to the original manga source, though it could also be said that the anime ending was "open" since it really didn't feel "conclusive" and not all members of the zodiac appeared.
Buy good materials for your manga, design your art room, conduct a good storyline and timeline for your manga, come up with some kick butt characters, make up their stories, then mix it all into one manga, and then try to get it published by Tokyopop or Seven Seas manga companies.
