Because otherwise you'd be sending the email to the wrong person, or trying to log on to the wrong email account! And needless to say, it wouldn't go very well...
An email may be rejected, or returned as not deliverable, if the email address is wrong. Even if just one character is mistyped, the email will fail to be delivered.

I depends on your motive. If you email that someone to ask questions about something or you want to make friends with the person, there is nothing wrong about it. But if you email the person some vulgarities and clog up his/her mail, then it is wrong. It all lies on the motive of sending the email.
