Depends how you defined "re-written". If it's fan translated but done for the purpose of being an accurate translation, some people frown upon it, but there's hundreds of sites carrying it all over the internet. If its a parody manga, I don't see why as long as it was not published and done for fan purposes.
No, it isn't illegal. Making a manga is the same as making a comic, or writing a story. As long as you don't steal ideas from other mangas, It is completely legal.

Not for most websites. There might be some official manga websites that you can legally read manga on, but for most websites it's illegal. I suggest checking out your local library!
A simplified expression.
Scanning and translating manga without permission from the copyright holder is illegal and unethical. It is important to support creators by purchasing manga legally through legitimate sources and supporting official translations.
No, Naruto is not illegal. Naruto is a popular Japanese manga and anime series created by Masashi Kishimoto. It is a completely legal and widely recognized piece of entertainment.
You probably shouldn't ask questions like this on a legitimate site, as pirating is illegal.
When a manga is licensed it means that it's no longer available in a raw form; meaning that as soon as the new Japanese/Korean chapter is available, it's illegal to translate it and post it online. You'll just have to buy the English manga, where as a big batch of different titles such as Naruto and Fullmetal Alchemist have been licensed.
Probably not. Also, I dont think scanning it is illegal. Only reposting it is.

Downloading manga for free without permission from the creators or publishers is illegal and unethical. I recommend supporting the creators by purchasing official copies or accessing them through legitimate platforms like Comixology, Kindle, or Crunchyroll.
