The hop step award is an award given by the company/publisher shueisha for manga. As far as I know it's for ammateurs (basically people giving in one shots (a 50 page manga chapter that isn't exactly likely to become a series)) but there's a good chance you could be serialized if you won it.

Masashi Kishimoto specifically, won it for a one shot called "Karakuri" which you can read if you search hard enough on the internet.

Many manga artists in shonen jump, etc have won it and that is why they're serialized e.g. the manga-ka who created "Yu Yu Hakusho" and "Hunter x Hunter" (who's name has escaped my mind)

Will there ever be a really cool cold hearted badass villain who all of a sudden creates an awesome plot twist villain in naruto shippuden?

I highly doubt it. Madara is the main threat now, and that includes being one to the Fourth Hokage. And anyway, no one can ever answer your question correctly . . . . Well, you know, unless they live in Japan, have won several awards, write and draw for Shonen Jump, and go by the name "Masashi Kishimoto".
