I'm assuming you mean his new suit in Iron Man 3?
The suit itself isn't the Mark VIII. It's the Mark XLII (42). Apparently, it's the Marvel Cinematic Universe equivalent to the suit known as EXTREMIS. The suit, in the movie, will be the 42nd suit Tony builds and will control the other 35 armors (The first seven are destroyed with his mansion) Tony has been building since, apparently (Based on what we see in the Iron Man 3 Prequel comic book) after the events of Iron Man 2.
Tony's new suit, the Mark VIII, Iron Patriot,(which isn't actually Iron Patriot, just War Machine repainted,) and Tony's tuxedo. :)
That part is called a HEADER PANEL.

There was no 1992 Mark VIII. The Mark VIII started production for the 1993 model year.
There are two models of the Lincoln Mark VIII. The base or standard MARK VIII and the Mark VIII LSC. The LSC was introduced halfway through the 1995 model year, and continued to the end of the Mark VIII production. SRS refers to the SUPPLIMENTAL RESTRAINT SYSTEM (air bags). This is why you may see the letters SRS on the panel above the glove box area and on the steering wheel horn pad.
