The best way is just to go to a CDL driving school. Community colleges have them, some companies have their own CDL training programme (Swift, Schneider, C.R. England, etc). Next time you're at a truck stop, you can find various publications for free in the drivers' services area in which trucking companies will place advertisements... the ones which say "No OTR experience required", or something to that effect, are usually the ones who either have their own driving school, have a programme to reimburse driving school costs, or an option of either one.

You can get a permit simply by taking and passing the written tests. All you'd have to do is go to your DMV office, ask for the CDL study guide (they're the same in every state, although each state has their own foreward in their guide), study that, and take the written test. Once you complete and pass the written tests, you can upgrade to a learner's permit for a Class A licence (if you had a Class C licence previously, for example, it would be upgraded to a "CPA" licence). However, it's the remaining portion which prevents you from being able to do the rest on your own. You need to have a vehicle available for the pre-trip portion and the actual driving test (the DMV does not provide vehicles). If you know someone who owns a truck, and is willing to let you train in theirs (a scenario which is rather unlikely), you can do that, but most owner/operators would not, and no company driver is going to get permission from their company to do that, either.

There are age restrictions, as well. While you can get a CDL at 18, you won't be able to drive a commercial vehicle out of your home state until you're 21. You must also be 21 to get a hazardous materials endorsement. On top of that, many companies won't hire you at 21, because their insurance may not cover anyone who is under the age of 23. So before you go about getting your CDL, be sure you'll be eligible to actually find work in that field. CDL driving schools aren't cheap, and it would be a moot point to go through the process of getting one at 18 to 22, just to find out nobody will hire you.
