No ... the only requirement is that the officer should be "on duty". Many police departments used unmarked vehicles - the reason is simple. If you are going the posted limits and doing nothing wrong, then what seems to be the problem with them patrolling in unmarked vehicles? It just keeps everyone on their toes, and instills a little fear into the mix, and that is a good thing. Slow down, save a life, maybe even your own.
