C- (and the most likely) The rods inside the tailgate that release it from the latch pins are no longer connected to the handle. If neither A or B are the cause, get inside and remove the inside panel of the tailgate. Connected to the handle there will be a couple metal rods going left and right. They're held in place with little plastic clips that commonly rot, crack and fall apart. The little plastic clips are available for a few bucks at any auto parts store. I'm not sure about the '93, but on the '92 four door it's pretty easy. The motor is located at the bottom of the center column also know as the 'B Pillar'. Carefully remove the plastic trim (it's very difficult to find replacement trim). Remove the three bolts securing the motor. Carefully unplug the electrical connector. Don't break the plastic retainer! I found it was much easier to do this by removing the seat first, but I'm not sure it's totally necessary.
