Start by checking the selenoid switch - you take a heavy wire or screwdriver and put across the two main connections for the main wire and if it doesn't turn over then, try putting the booster cables from a good battery - put ground on the body of the starter and the positive on the post where the wire is hooked on, if it doesn't turn over then your brushes maybe bad or if someone has hit it with a hammer or hard object you may have smashed the magnets inside it. In which case you will have to get new magnets, brushes or a new starter.

Starter Drag is when the teeth on the starter that spin the flywheel drag. It could break teeth off of starter possibly have to replace/ rebuild starter.
You need to replace the starter.

You can operate any motor vehicle of which you are liscensed to drive. So, you may drive a car to your tractor-liscense test, but not a tractor. (provided you have a drivers liscense)
You take a set of booster cables and you put the red on the positive of the battery and black on the negative of the battery then you take the other end and put the black on the frame of the tractor and you touch the red one to the post where the wire is hooked on the starter and if the starter winds up it works.
The starter drive (aka bendix) is broken. The bendix and/or starter needs to be replaced.
