The fuel heater is built with a thermostat inside of it and it gets activated only when the fuel gets cold. It has been preset to a certain temperature when made to come on and go off automatically and can't be adjusted. It won't come on after about 40 degrees F.
Replace the coolant sensor, it should be less than $15.

The engine produces heat no matter the weather. The cooling system must have a problem such as a bad thermostat, bad fan clutch, plugged radiator, missing radiator shroud or low on coolant because of a leak somewhere.
In most cases a 50/50 mix of straight coolant and water is sufficient. Read the directions on the coolant container and adjust to your weather needs.

Coolant usage depend on the usage of the car and on the weather conditions .coolant can be stored and used till 20000 km. And can be further used by adding water till it becomes fade.
Have vehicle scanned to determine the problem
There are 2 lights , one blue, one red , they both will come on at starting , blue first then red , but that is to see if the are working , if you are driving normally and one of em comes on it means , Blue: Youre driving in very cold weather amd the coolant it getting below freezing point ,.( which is higly unlikely) Or Red: your car is overheating Can be a leak , defective water pump , thermostat , temp sensor
