My approach would be to employ an organisational process development(OPD) that depicts how each member of staff would execute his duties. The whole idea is to set a standard way of doing things in the organisation.

Should a member of staff fail to turn up for duty, the standing in member will just study the processes ( Standard Operating Procedure or SOP) at that station and carry on with the new duties easily.

This implies the entire functions are intergrated and communication is effective throughout. Should one decide do something a little different, for the better, the OPD or SOP is ammended, so that everybody follows the new approved way of conducting businness.
