Yes, it's a scam. In theory, they are acting as your agent, sending your work to those in the industry who may want to pay you for it. And if they didn't charge you, but only took a percent off of what you earned, they'd actually be an "agent".

Instead, they charge you a fee in advance. Instead of selectively sending it to someone who might be interested, they spam it to a thousand plus publishing houses - guess how much attention a publishing house pays to anything from them?

You see, while an agent will look at your work, tell you it's crap, and leave it at that, Scriptblaster will take anyone's work if they have the fee. And publishers know this. So even if Mark Twain's grandson is using them, no publisher will know how great he is, because that spam submission went straight to their junkmail box.
