Elements are commonly referred to as the basic building blocks of all matter. This is because you cannot break them down any further and still maintain a whole atom. Once an element is broken down, you have protons and neutrons.

Probably both. BASIC is a programming language. It stands for Beginner's All-purpose Symbolic Instruction Code.
